Officers of the Central or State Government or Central and State Public Sector Undertakings or Autonomous or Statutory bodies holding analogous posts on regular basis, or with five years of service on regular basis in posts in Pay Band-3, Rs.15600- Rs.39100 + Grade Pay of Rs.5400/- or equivalent.
