Selection by merit based on overall grading in Annual Confidential Reports/APARs not below "Very Good" for the last five years (2020-2021 to 2024-2025). Selection is made by the Services Selection Committee. Candidates withdrawing after selection are debarred from future HOD level posts in all Major Ports for two years.
